In other cases, it means the concrete was cleaned using a wand with an attached turbo nozzle which sprays in a circular pattern. These nozzles are typically included in electric residential pressure washing packages, such as those you would get from a big box store.
It also means the concrete likely didn’t receive a post treatment of chemicals to kill any remaining organics.
